Missouri Application for Medical Marijuana Licenses

Missouri Application Process for Cultivation, Manufacturing, Testing, Transportation, Seed-to-Sale, or Dispensing Licenses

In Missouri, medical use of marijuana of qualifying patients is permitted. Entities which wish to process for cultivation, manufacturing, testing, transportation, seed-to-sale, or dispensing must apply to the Missouri Department of Health for a license. The application period has closed for cultivation, testing, manufacturing and dispensary license. Please check back periodically for updates. Only applications for Seed to Sale and Transportation certifications are available for submittal.

How to Apply for a License for Cultivation, Manufacturing, Dispensary, Testing, Transportation, and Seed-to-Sale licenses and Certifications.

  1. Fill out the Pre-Filed License Application and include the fee as a money order, certified check, or cashier's check. Checks and money orders should be made payable to the Missouri Department of Health and Senior Services.
    1. Cultivation Facility application fee: $10,000
    2. Dispensary Facility application fee: $6,000
    3. Medical Marijuana- infused Manufacturing facility application fee: $6,000
  2. Submit Pre-Filed License Application to the mailing or hand delivery address.

For cultivation, manufacturing, dispensary and testing facilities, Department of Health and Senior Services will accept applications from August 3, 2019, until close of business on August 17, 2019. 

Seed to Sale Certification 

Seed to Sale Certification is for those desiring to partner with a Medical Marijuana Licensee to offer a point of sale or reporting service on their behalf. Applicants will need to complete the Seed to Sale Certification Application. To pay the Seed to Sale Certification Application fee, go here, and click on "Make a one time payment". Submit the Seed to Sale Certification Application and required documentation to [email protected] after the application fee has been submitted. 

Before beginning operations, all certified Seed to Sale tracking system entities shall sign the department's Medical Marijuana Application Programming Interface User Agreement.

Transportation License

Applications for Transportation certifications are available for submittal through the Facility Licensing Registration portal. Transportation applicants are only required to fill out information on the online registry. They do not need to fill out any of the worksheets, however will need to upload a document in the Documents Tab for Worksheets 1-17 for the online system to process their application. Any document, including a blank document, can be uploaded. 

Transportation applicants may log into the registry portal to check their application status. All complete applications received by the department submitted during the application time period will be approved or denied within one hundred fifty (150) days of that application's complete submission. The registered user will receive an email notification regarding a change in application status.
